Resonance and secondaries are the two levers on a Diablo Immortal account, and they are not interchangeable. Resonance scales your gems; secondaries (armour, armour penetration, potency and resistance) decide how much of your damage lands and how much of theirs does not. The honest answer to "which matters more" depends entirely on where you already sit on both.
